East Coast Climate Change Scenario Planning Summit

Overview

As part of the final stage of the East Coast Climate Change Scenario Planning Initiative, East coast fishery management organizations convened an in-person summit meeting February 15-16, 2023 in Arlington, Virginia. This meeting served as a venue to develop a set of governance, management, and monitoring recommendations from the scenario planning process.

During the meeting, participants considered the scenarios previously developed to describe how climate change might affect East Coast fisheries in the next 20 years, as well as input received in previous stages on actions that should be taken now to ensure that fisheries are governed and managed effectively in an era of climate change.

Summit participants included representatives from each of the three U.S. East Coast Fishery Management Councils, the Atlantic States Marine Fisheries Commission, and NOAA Fisheries.

As the next step in the climate change scenario planning initiative, three manager “brainstorming sessions” will be held in September/October 2022 with small groups of fishery managers from each participating organization. The purpose of these webinars is to generate ideas for possible actions and strategies managers might consider as the result of these scenarios. These ideas will feed into materials for meetings later this year where each management body will discuss recommended applications resulting from the scenario planning process.

Climate Change Scenario Planning: Scenario Deepening Webinar #2

Over the past year, East Coast fishery management bodies have been collaborating on a climate change scenario planning initiative designed to prepare fishing communities and fishery managers for an era of climate change. The goals of this project are to assess how climate change might affect stock distribution and availability of East Coast marine fisheries over the next 20 years and to identify the implications for fishery management and governance.

In June 2022, a group of about 75 stakeholders attended a workshop to develop an initial set of scenarios, describing several different possible futures facing East Coast fisheries out to 2042. As the next step in the scenario planning process, two Scenario Deepening webinars will be held in August 2022. These webinars will offer all interested stakeholders an opportunity to review, validate, and add details to the draft scenarios.

Webinar Details

Each 2-hour session will begin with an overview of the outputs and stories from the draft scenarios. Participants will then have an opportunity to add comments and suggestions to make the scenarios more plausible, challenging, relevant, memorable, and divergent. For each scenario, participants will be encouraged to imagine specific examples about impacts to particular species, regions, and communities. Participants only need to attend one of the two webinars.

Once again, stakeholder involvement is key, and these webinars are open to the public. The outcome of the two webinars will be a more detailed set of scenarios that will be used as a platform for later stages of the process, looking specifically at how fishery management and governance must change to be prepared for a future of climate change.

Meeting Materials

The draft scenarios are not final or complete. Webinar participants are asked to review the draft scenarios in advance, and be ready to share ideas to strengthen and sharpen the stories. What are the important elements of these scenarios? What do they make you think about? What are they missing?

Climate Change Scenario Planning - Scenario Creation Workshop

East Coast fishery management bodies are currently engaging in a Climate Change Scenario Planning initiative to explore governance and management issues related to climate change and fishery stock distributions. The next phase of this work will be a 2.5 day Scenario Creation workshop, to be held in Arlington, VA on June 21-23, 2022.

Through a series of conversations and exercises, participants will create a set of scenarios that describe how climate change might affect East Coast fisheries in the next 20 years. Each scenario will describe a different way in which changing oceanographic, biological, and social/economic conditions could combine to create future challenges and opportunities for East Coast fisheries.

Webinar Connection

In April 2022, the public was invited to apply to participate in this workshop. Although the application window has closed, the workshop will be partially broadcast by webinar: plenary sessions only will be available for listen-only access with the option to provide comments through a chat function. Breakout group sessions will not be broadcast by webinar. See the workshop agenda for a schedule of which sessions will be broadcast; however, please note that the agenda is subject to change during the workshop.
