Joint Meeting of MAFMC and ASMFC Summer Flounder, Scup, and Black Sea Bass Advisory Panels and Bluefish Advisory Panels

The Mid-Atlantic Fishery Management Council’s Summer Flounder, Scup, and Black Sea Bass Advisory Panel and Bluefish Advisory Panel will hold a public webinar meeting, jointly with the Atlantic States Marine Fisheries Commission’s Summer Flounder, Scup, and Black Sea Bass Advisory Panel and Bluefish Advisory Panel. The meeting will be held via webinar on Wednesday May 25, 2022, from 9:00 a.m. to 12 p.m.

The objectives of this meeting are for the Advisory Panels to: 1) review the alternatives under consideration in the Recreational Harvest Control Rule Framework/Addenda, 2) review comments received through the addenda public comment period, 3) receive a progress update on the Scientific and Statistical Committee’s review of this action, and 4) provide recommendations to the Mid-Atlantic Fishery Management Council and the Atlantic States Marine Fisheries Commission regarding preferred alternatives.

MAFMC Meeting with ASMFC Policy Board - Recreational Reform Update

The Mid-Atlantic Fishery Management Council met meet with the Atlantic States Marine Fisheries Commission’s Interstate Fisheries Management Program Policy Board on Thursday October 21, 2021, from 12:45 p.m. to 2:45 p.m.  The meeting was held via webinar.  During this meeting, the Council and Policy Board reviewed a draft framework action and addendum which considers a harvest control rule method for setting recreational bag, size, and season limits for summer flounder, scup, back sea bass, and bluefish. This webinar was hosted by the Atlantic States Marine Fisheries Commission as part of their 2021 Fall Meeting.

SSC Harvest Control Rule Sub-Group Meeting

At their February 2022 meeting, the Mid-Atlantic Council and the Atlantic States Marine Fisheries Commission’s (ASMFC) Policy Board approved a draft Harvest Control Rule (HCR) document for public comment. In addition, they passed a motion requesting Scientific and Statistical Committee (SSC) input regarding the five primary HCR alternatives that are considered in the draft document. The SSC discussed the HCR framework/addenda at their March meeting and agreed to form a sub-group to help expedite the process and efficiently develop a response to address the Council/ASMFC motion.

The SSC Harvest Control Rule Sub-Group will meet by webinar on Friday, March 25, from 1:00 to 4:00 p.m.

SSC Peer Review Panel - Recreational Models

On September 20, the Mid-Atlantic Fishery Management Council convened a peer review panel consisting of members of the Council’s Science and Statistical Committee (SSC) to review two potential recreational management models. Read the final report at the link below.

Background: The two models, a recreational fleet dynamics model and an economic recreational demand model, are being considered for use by the Council’s Fishery Management Action Team (FMAT) and the Atlantic States Marine Fisheries Commission’s (ASMFC) Plan Development Team (PDT) that are developing analyses, materials, and alternatives for the Council and ASMFC Recreational Reform Initiative. The potential use of these models would be part of the development of a Harvest Control Rule currently being considered as one component of the Recreational Reform action. The peer review will help identify potential benefits, uncertainties, and appropriate approaches and considerations of each model for use by the FMAT/PDT.
