The South Atlantic Fishery Management Council is hosting a series of port meetings along the Atlantic coast to take a focused look at the commercial and recreational king and Spanish mackerel fisheries. Input gathered during these port meetings will directly affect future management efforts for king and Spanish mackerel.

SAFMC Scoping Webinar: Adding Bullet and Frigate Mackerel to the Dolphin Wahoo Fishery Management Plan

The South Atlantic Fishery Management Council is considering adding bullet mackerel and frigate mackerel to the Dolphin Wahoo FMP as ecosystem component species, acknowledging the role the two currently unmanaged species play as important prey for both dolphin and wahoo.

SAFMC: Atlantic Cobia Management Public Hearing Webinar (Listening Station in SC and VA)

Members of the South Atlantic Fishery Management Council are soliciting public input on proposed management changes for Atlantic cobia as they consider revising the current management system. Public hearings will be held via webinar with public listening stations beginning January 22, 2018. Information on the proposed changes is now available from the Council’s website at: http://safmc.net/safmc-meetings/public-hearings-scoping-meetings/. Written comments are also being solicited using the online comment form available from the website page.
 
Atlantic cobia are managed in federal waters along the Atlantic coast from Georgia through New York in cooperation with the Mid-Atlantic Fishery Management Council; two voting seats are provided to the Mid-Atlantic Council on the South Atlantic Council’s Mackerel Cobia Committee. This arrangement provides an opportunity to include the views of constituents from Virginia northwards. Cobia in federal waters off the east coast of Florida are considered part of the Gulf of Mexico migratory stock.  The management boundary for the two stocks was modified following a 2013 stock assessment and annual catch limits for each stock were set.  NOAA Fisheries determined the recreational catch limit for Atlantic cobia was exceeded in 2015, leading to a shortened season in 2016. Cobia harvested in both state and federal waters count toward the annual catch limit.  Subsequent overages occurred during 2016 and the recreational fishery was closed in federal waters on January 24, 2017.
 
In order to provide for effective management and fair and equitable access to the Atlantic cobia fishery without reducing protection to the stock, the Council is considering a range of alternatives for managing Atlantic cobia, from complementary management with the Atlantic States Marine Fisheries Commission (ASMFC) to removal of Atlantic cobia from the federal management unit. The ASMFC recently approved an Interstate Fishery Management Plan for Atlantic Cobia that will be implemented in April 2018.  Should the Council choose to remove Atlantic cobia from the current federal management unit, the ASMFC Interstate Plan would be applied to both state and federal waters, allowing for additional management flexibility.

(Amendment 31 to the Coastal Migratory Pelagics Fishery Management Plan)

Public hearings will be conducted via webinar with listening stations as noted below. Attendance at the listening stations is encouraged but not required. During the public hearings, Council staff will present an overview of the amendment and will be available to answer questions via webinar. Area Council members or state agency representatives will be present at each of the listening stations. Members of the public will have an opportunity to go on record via webinar or at the listening stations to record their comments for consideration by the Council.

Registration information, along with public hearing documents, video presentations, and other materials is now available from the Council’s website at: http://safmc.net/safmc-meetings/public-hearings-scoping-meetings/. An online public comment form for written comments is also available. Comments must be received by 5 p.m. February 9, 2018 to be included in the briefing book materials for the Council’s March 5-9, 2018 meeting in Jekyll Island, GA.
 
The Council is also asking for public input on the timing of measures proposed in Amendment 31. A Stock Identification Workshop for Cobia is scheduled to begin in April 2018 as part of a benchmark stock assessment Atlantic cobia.

SAFMC: Coastal Migratory Pelagics Amendment 31 Scoping Webinar

The South Atlantic Fishery Management Council will hold a scoping webinar on the Coastal Migratory Pelagics Amendment 31 on August 15, 2017 at 6:00 PM. The presentation, Q&A, and public comment session will be repeated again at 7:00 PM or later, depending on the end time of the first webinar.

The amendment proposes alternatives for cobia management, including continuing joint management measures with the Atlantic States Marine Fisheries Commission (ASMFC) or the complete transfer of Atlantic cobia management jurisdiction to the (ASMFC). The Council will hold a scoping webinar on the amendment in August.

SAFMC Public Hearing Webinar about Changes to the Recreational Fishing Season for Atlantic Cobia

Coastal Migratory Pelagics Amendment 30 includes one action to change the recreational fishing year for Atlantic cobia. In combination with the proposed changes to the recreational bag/vessel limit and minimum size limit in Framework Amendment 4 (approved by the SAFMC in September 2016), the change to the recreational fishing year is expected to reduce the risk of exceeding the recreational annual catch limit before participants in all states have opportunities to fish for cobia. The proposed measure would impact management of Atlantic cobia, which extends from the FL/GA border northward to NY.

HEARING OVERVIEW: 
Council staff will provide a presentation on the amendment and provide participants an opportunity to ask questions. Once the Q&A session is complete, staff will open the public comment portion of the hearing and participants will be able to provide verbal public comment via the webinar using the mics on their computer or phone.

SAFMC Cobia Q&A Public Meeting

The South Atlantic Fishery Management Council, in conjunction with the Mid-Atlantic Fishery Management Council, will hold a Q&A Public Meeting in Kitty Hawk, North Carolina to address cobia management issues.

DATE: May 9, 2016

TIME: 6:00 PM - 8:00 PM

LOCATION: Stakeholders can participate in the meeting in two ways - 

  1. Attend the meeting in person: Registration to attend in person is not required. The meeting will be held at the Hilton Garden Inn Outer Banks/Kitty Hawk, 5353 N. Virginia Dare Trail, Kitty Hawk, NC 27949, phone 252/261-1290.
  2. Listen in via webinar: Registration for the webinar is required and is available by clicking the link listed below. On the day of the meeting, tune in to the webinar 30 minutes prior to the start to test your audio settings with the help of Council staff.

  • An overview of the Council federal management process;

Council staff and area Council members will be available to answer questions following the presentation.

SAFMC: Public Hearing Webinar on For-Hire Reporting Amendment

The South Atlantic Fishery Management Council will hold a public hearing webinar on February 8, 2016 at 6:00 p.m. to gather public input on a proposed Atlantic Generic Charter/For-Hire Reporting Amendment. The Atlantic Generic Charter/For-Hire Reporting Amendment will effect the fishery management plans for Snapper Grouper, Atlantic Dolphin Wahoo and Coastal Migratory Pelagic fisheries. The amendment includes actions to require mandatory electronic reporting for charter (six-pack) vessels and modifies existing reporting requirements for . The reporting requirements would affect vessels involved in the South Atlantic Snapper Grouper fishery, Dolphin Wahoo fishery, and Coastal Migratory Pelagic fishery along the Atlantic coast.
