Bluefish Allocation and Rebuilding Amendment Public Hearing #5: New Jersey

The Mid-Atlantic Fishery Management Council (Council) and the Atlantic States Marine Fisheries Commission (Commission) are seeking public comment on management options under consideration in the Bluefish Allocation and Rebuilding Amendment. This amendment contains alternatives to:

  • Revise the fishery management plan (FMP) goals and objectives;

  • Modify the bluefish allocations between the commercial and recreational sectors;

  • Modify the commercial allocations to the states;

  • Initiate a rebuilding plan;

  • Revise the quota transfer processes;

  • Revise how the FMP accounts for management uncertainty; and

  • Revise the de minimis provisions in the Commission’s FMP.

Comments may be provided at any of 5 virtual public hearings to be held between March 24 and April 8, 2021 or via written comment until April 23, 2021.

The Mid-Atlantic Fishery Management Council (Council) and the Atlantic States Marine Fisheries Commission (Commission) are seeking public comment on management options under consideration in the Bluefish Allocation and Rebuilding Amendment. This amendment contains alternatives to:

Bluefish Monitoring Committee Meeting (Webinar)

The Council’s Bluefish Monitoring Committee will meet via webinar on Tuesday, July 28, from 9:00 a.m. to 12:00 p.m. The purpose of the meeting is for the Bluefish Monitoring Committee to review and/or revise the 2021 annual catch limits, trip limits, discard estimates, and other management measures for the bluefish fishery. Joint Meeting of the MAFMC and ASMFC Bluefish Advisory Panels (Webinar)

The Mid-Atlantic Fishery Management Council's Bluefish Advisory Panel will meet jointly via webinar with the Atlantic States Marine Fisheries Commission’s Bluefish Advisory Panel. The meeting will be held on Tuesday, June 23, 2020 from 9 a.m. to 12 p.m. Details on the proposed agenda, webinar listen-in access, and briefing materials will be posted on this page prior to the meeting.

The purpose of this meeting is for the Advisory Panel to develop a fishery performance report (FPR) and comment on draft alternatives for the Bluefish Allocation and Rebuilding Amendment. The intent of the FPR is to facilitate a venue for structured input from the Advisory Panel for the bluefish specifications process. The FPR will be used by the MAFMC’s Scientific and Statistical Committee (SSC) and the Bluefish Monitoring Committee (MC) when reviewing 2021 management measures designed to achieve the recommended bluefish catch and landings limits.

The Mid-Atlantic Fishery Management Council (Council) will hold eleven supplemental scoping hearings to gather public input for the Bluefish Allocation and Rebuilding Amendment. The Council is developing this action in cooperation with the Atlantic States Marine Fisheries Commission (Commission) in order to (1) update the goals and objectives of the Bluefish Fishery Management Plan (FMP); (2) perform a comprehensive review of the bluefish sector allocations, commercial allocations to the states, and transfer processes; and (3) initiate a bluefish rebuilding plan. Scoping hearings will be held between February 13 and March 4, 2020. Written comments will be accepted through March 17, 2020.

An initial round of scoping was conducted in the summer of 2018 to gauge public interest in the development of an amendment. Since then, recalibrated Marine Recreational Information Program (MRIP) estimates became available and were incorporated into the 2019 bluefish operational assessment. The assessment concluded that the stock was overfished but not experiencing overfishing. The Council and Commission subsequently recommended including the rebuilding plan into this ongoing amendment. Because the additional issue modifies the scope of the amendment, the Council is holding additional hearings to provide the public ample opportunities to comment on the expanded scope of the amendment.

Public comments during scoping will help the Council address issues of public concern in a thorough and appropriate manner. Some management questions for consideration in this amendment include:

  • Are the existing goals and objectives appropriate for managing the bluefish fishery?

  • Is the existing allocation between the commercial and recreational sectors based on the annual catch limit appropriate for managing the bluefish fishery?

  • Are the existing commercial state allocations appropriate for managing the bluefish fishery?

  • Are the existing transfer processes appropriate for managing the bluefish fishery?

  • What is the appropriate approach to take for rebuilding?

Scoping Hearing #9 - Bluefish Allocation and Rebuilding Amendment

The Mid-Atlantic Fishery Management Council (Council) will hold eleven supplemental scoping hearings to gather public input for the Bluefish Allocation and Rebuilding Amendment. The Council is developing this action in cooperation with the Atlantic States Marine Fisheries Commission (Commission) in order to (1) update the goals and objectives of the Bluefish Fishery Management Plan (FMP); (2) perform a comprehensive review of the bluefish sector allocations, commercial allocations to the states, and transfer processes; and (3) initiate a bluefish rebuilding plan. Scoping hearings will be held between February 13 and March 4, 2020. Written comments will be accepted through March 17, 2020.

An initial round of scoping was conducted in the summer of 2018 to gauge public interest in the development of an amendment. Since then, recalibrated Marine Recreational Information Program (MRIP) estimates became available and were incorporated into the 2019 bluefish operational assessment. The assessment concluded that the stock was overfished but not experiencing overfishing. The Council and Commission subsequently recommended including the rebuilding plan into this ongoing amendment. Because the additional issue modifies the scope of the amendment, the Council is holding additional hearings to provide the public ample opportunities to comment on the expanded scope of the amendment.

Public comments during scoping will help the Council address issues of public concern in a thorough and appropriate manner. Some management questions for consideration in this amendment include:

  • Are the existing goals and objectives appropriate for managing the bluefish fishery?

  • Is the existing allocation between the commercial and recreational sectors based on the annual catch limit appropriate for managing the bluefish fishery?

Scoping Hearing #4 - Bluefish Allocation and Rebuilding Amendment

The Mid-Atlantic Fishery Management Council (Council) will hold eleven supplemental scoping hearings to gather public input for the Bluefish Allocation and Rebuilding Amendment. The Council is developing this action in cooperation with the Atlantic States Marine Fisheries Commission (Commission) in order to (1) update the goals and objectives of the Bluefish Fishery Management Plan (FMP); (2) perform a comprehensive review of the bluefish sector allocations, commercial allocations to the states, and transfer processes; and (3) initiate a bluefish rebuilding plan. Scoping hearings will be held between February 13 and March 4, 2020. Written comments will be accepted through March 17, 2020.

An initial round of scoping was conducted in the summer of 2018 to gauge public interest in the development of an amendment. Since then, recalibrated Marine Recreational Information Program (MRIP) estimates became available and were incorporated into the 2019 bluefish operational assessment. The assessment concluded that the stock was overfished but not experiencing overfishing. The Council and Commission subsequently recommended including the rebuilding plan into this ongoing amendment. Because the additional issue modifies the scope of the amendment, the Council is holding additional hearings to provide the public ample opportunities to comment on the expanded scope of the amendment.

Public comments during scoping will help the Council address issues of public concern in a thorough and appropriate manner. Some management questions for consideration in this amendment include:

  • Are the existing goals and objectives appropriate for managing the bluefish fishery?

  • Is the existing allocation between the commercial and recreational sectors based on the annual catch limit appropriate for managing the bluefish fishery?

  • Are the existing commercial state allocations appropriate for managing the bluefish fishery?

  • Are the existing transfer processes appropriate for managing the bluefish fishery?

  • What is the appropriate approach to take for rebuilding?

Bluefish Fishery Management Action Team Meeting

The Bluefish Fishery Management Action Team (FMAT) will meet via webinar on Monday, August 12th from 9:00 a.m. – 11:30 a.m. The purpose of the meeting is for the FMAT to discuss draft alternatives for the Bluefish Allocation Amendment based on the scoping comments and recreational/commercial data for sector-based allocations, commercial allocations to the states, the transfer processes, and the Fishery Management Plan goals and objectives.

Members of the public may attend FMAT meetings, or listen to the meetings if they are broadcast, but should not expect to participate in the discussion unless the FMAT chair invites public input during a specified public comment period to be noted at the beginning of the meeting. Work carried out by the FMAT is considered during committee and/or Council meetings, during which public comments are encouraged.
