Ecosystem and Ocean Planning Committee Meeting

The Mid-Atlantic Fishery Management Council's (MAFMC) Ecosystem and Ocean Planning Committee will meet on Thursday July 7, 2016 from 9:00 am to 5:00 p.m. The meeting will be held at the BWI Airport Marriott, 1743 West Nursery Road, Linthicum, Maryland, 21090. The purpose of this meeting is to discuss the Council’s Unmanaged Forage Omnibus Amendment. This amendment will prohibit the development of new and expansion of existing directed commercial fisheries on unmanaged forage species in Mid-Atlantic Federal waters until the Council has had an adequate opportunity to both assess the scientific information relating to any new or expanded directed fisheries and consider potential impacts to existing fisheries, fishing communities, and the marine ecosystem. At this meeting, the EOP Committee will consider comments received during public hearings on the amendment, as well as recommendations from the EOP Advisory Panel. The EOP Committee will develop recommendations to the full Council for final action on the amendment. The Council plans to take final action on this amendment at their meeting in Virginia Beach on August 8-11, 2016.

Ecosystem and Ocean Planning Advisory Panel Meeting

The Mid-Atlantic Fishery Management Council's Ecosystem and Ocean Planning Advisory Panel (AP) will meet on Wednesday July 6, 2016 from 9:00 am to 4:00 p.m. The meeting will be held at the BWI Airport Marriott, 1743 West Nursery Road, Linthicum, Maryland, 21090. The Mid-Atlantic Fishery Management Council will hold seven public hearings in May and June 2016 to solicit public input on the Unmanaged Forage Omnibus Amendment. The Council is also soliciting written comments on the amendment through 11:59 pm on Friday June 17, 2016. The goal of this amendment is to prohibit the development of new and expansion of existing directed commercial fisheries on unmanaged forage species in Mid-Atlantic Federal waters until the Council has had an adequate opportunity to both assess the scientific information relating to any new or expanded directed fisheries and consider potential impacts to existing fisheries, fishing communities, and the marine ecosystem.

Background

The goal of the Unmanaged Forage Omnibus Amendment is to prohibit the development of new and expansion of existing directed commercial fisheries on unmanaged forage species in Mid-Atlantic Federal waters until the Council has had an adequate opportunity to both assess the scientific information relating to any new or expanded directed fisheries and consider potential impacts to existing fisheries, fishing communities, and the marine ecosystem. This action is needed to protect the structure and function of marine ecosystems in the Mid-Atlantic and to advance an ecosystem approach to fisheries management in the Mid-Atlantic. In this context, “unmanaged” refers to species not currently managed by the Mid-Atlantic, New England, or South Atlantic Fishery Management Councils, or the Atlantic States Marine Fisheries Commission. The Council has proposed a range of management alternatives to meet the goal of the amendment. The Council is seeking public comment on these alternatives.

The Mid-Atlantic Fishery Management Council has scheduled a series of scoping hearings to gather public input for a proposed action to protect unmanaged forage species. The proposed action would consider a prohibition on the development of new, or expansion of existing, directed fisheries on unmanaged forage species in the Mid-Atlantic until adequate scientific information is available to promote ecosystem sustainability. Eight hearings will be held between September 15, 2015 and October 1, 2015 in locations throughout the Mid-Atlantic region. Written comments may also be submitted through October 2, 2015.

Forage species are small, low trophic level fish and invertebrates that play an important role in sustaining the productivity and structure of marine ecosystems. Many forage species in the Mid-Atlantic are not currently subject to significant directed fishing, but increasing global demand for fishmeal, fish oil, and bait could encourage the development of new fisheries for these species. With this action, the Mid-Atlantic Council is taking a proactive approach to conserving unmanaged forage species and the ecosystem services they provide.

The Council has not yet decided which forage species will be addressed by this action; however, this action will only address species that are not currently managed by the Mid-Atlantic, New England, or South Atlantic Fishery Management Councils, or by the Atlantic States Marine Fisheries Commission.

Scoping Process

Scoping is the process of identifying issues, potential impacts, and a reasonable range of alternatives associated with a management action being developed by the Council. Scoping is the first and best opportunity for the public to make suggestions and raise concerns about new Council actions. Comments may be submitted in-person during the hearings listed below or in writing.
