Council Coordinating Committee Solicits Proposals for the Development of a Series of Videos to Celebrate 50-Years of Federal Fisheries Management – Proposals due Jan. 10

The Council Coordination Committee (CCC), on behalf of the eight U.S. regional fishery management councils, has issued a Request for Proposals to develop a series of eight short videos and one long video that tells the story of federal fisheries management through the eyes of those who live it every day.  The contractor will be tasked with developing a minimum of eight short videos centered around interviews of federal fishermen and associated fisheries in each of the eight fishery management council regions.  The interviews will highlight successes in various commercial and recreational fisheries identified by each regional management council.  The contractor will also be tasked with developing an umbrella video that highlights the diversity and successes of federal fisheries management, the council system, and the Magnuson-Stevens Fishery Conservation and Management Act.

This project should be completed by the end of 2025 and a maximum of $185,000 is available to fund the work.

Mid-Atlantic Council Seeks Contractor to Develop Climate-Ready Updates to Essential Fish Habitat (EFH) Source Documents – Proposals due Dec. 20

The Mid‐Atlantic Fishery Management Council (Council) is seeking a contractor(s) to update and develop Essential Fish Habitat (EFH) source documents for all Federally managed species in the Northeast. The proposal submission deadline is December 20, 2024.

Background: The regional fishery management councils are required under the Magnuson-Stevens Fishery Conservation and Management Act to identify and describe EFH for all federally managed species. In the past, the Northeast Fisheries Science Center has compiled information on the distribution, abundance, and habitat requirements for each species managed by the Mid-Atlantic and New England Councils. These documents, referred to as “EFH source documents,” provide foundational information to support EFH reviews and designations. In addition to describing habitat requirements, these documents present information on all aspects of fish life history and ecology, including food habits, predator-prey dynamics, movement/migration, and stock genetics/structure. Although EFH source documents continue to be used by managers and researchers, they have not been revised or updated since the mid-2000s.

The goal of this project is to update EFH source documents for all Federally managed species to include new information on life history and ecology, distribution, habitat requirements, and climate impacts. These updates will ensure that EFH designations, consultations, and management decisions are guided by the most up-to-date science, supporting resilient, climate-ready fisheries across the Northeast US.

Scope of Work: The contractor(s) will conduct in-depth literature reviews and update all sections of the EFH source documents for all species currently managed by the Mid-Atlantic and New England Councils. EFH source documents were not previously prepared for a small number of managed species and will therefore need to be newly developed. The structure for the new and updated source documents will be developed by the contractor and approved by a project oversight team. Climate change adaptation is a focus area for both Councils. New and updated source documents should be “climate ready” in the sense that they should reflect any research literature that explains recent spatial changes in fish habitat use or adjustments to timing of activities such as spawning or migration.

Request for Proposals to Develop a National Fishing Effects Database to support Fishery Management Councils Essential Fish (EFH) Habitat Reviews

The Mid‐Atlantic Fishery Management Council seeks a highly-qualified contractor to develop a nationally useful database of literature on the effects of fishing gear on marine fish habitat. Proposal Submission Deadline: February 28, 2023.

Reminder: Commercial VTRs Must be Submitted Electronically as eVTRs

On November 10, 2021, NOAA Fisheries implemented a new rule requiring all GARFO-permitted commercial fishing vessels to submit vessel trip reports electronically as eVTRs within 48 hours of the end of the trip. This also applies to vessels holding a NEFMC for-hire permit. This does not apply to vessels holding only an American lobster permit.

  • Paper vessel trip reports packages will no longer be distributed by GARFO.

  • After November 10, VTRs will only be accepted electronically.

  • If you have any delinquent VTRs, please mail them as soon as possible for processing before the deadline.

How to Report

Vessel operators have several NOAA Fisheries-approved eVTR applications to choose from. Visit the NOAA Fisheries eVTR Software Options page for detailed information about approved applications and other aspects of electronic reporting. NOAA Fisheries has also developed a Decision Tree to help permit holders to determine which reporting applications will best meet their needs. Many commercial operators have chosen the SAFIS eTrips/mobile 2 or the NOAA Fish Online programs.

Get Answers to Your eVTR Questions: Council to Host Q&A Session – October 26, 5:00 p.m.

Beginning on November 10, 2021, all commercial vessels with federal permits for species managed by the Mid-Atlantic or New England Council will be required to submit vessel trip reports (VTRs) electronically as eVTRs within 48 hours of the end of a trip. Vessel operators have several NOAA Fisheries-approved eVTR applications to choose from. Many commercial operators have chosen the eTrips/mobile 2 or NOAA Fish Online.

In preparation for the upcoming implementation of these new requirements, the Mid-Atlantic Fishery Management Council will hold an informal question and answer session on Tuesday, October 26, 2021 at 5:00 p.m. Participants can join by Webex webinar or call in by phone (details below). Staff from the Mid-Atlantic Council, NOAA/GARFO, and ACCSP will be available to answer your questions about all things related to electronic reporting and using eTrips/mobile 2 or NOAA Fish Online. The webinar will begin at 5:00 p.m. and will be open for at least an hour, but staff will remain online longer if needed to address any outstanding questions.

This is a great opportunity to get answers to your questions about using eTrips/mobile 2 or Fish Online. Questions that have been addressed in recent training webinars include:

Beginning on November 10, 2021, all commercial vessels with federal permits for species managed by the Mid-Atlantic or New England Council will be required to submit vessel trip reports (VTRs) electronically as eVTRs within 48 hours of the end of a trip. This workshop will include a step by step tutorial of ACCSP’s free software application eTrips Mobile 2.

NOAA Fisheries Reminder: Update your Fish Online Account by June 1

The following was released by NOAA Fisheries:

As part of our conversion to online permitting and eVTR, we are changing the way that vessel owners and operators login to Fish Online starting June 1.

To access Fish Online, instead of entering your permit number and PIN combination, you must now login using your personal Fish Online user account. We made this change to increase your account security and to enable vessel owners to give access, or “entitlements,” to their vessel records to other trusted people while managing multiple vessels in one account. We began implementing this process in 2020 and continue to reach out to vessel owners and operators to provide information and offer technical assistance.

Vessel Owners

Earlier this year, in anticipation of our annual vessel permit renewal season, we mailed instructions to vessel owners on how to update their accounts. Owners must use their user accounts to:

  • Use services such as permit renewals and electronic reporting.

  • Review landings data submitted by operators and dealers.

  • Provide account access to other trusted people.

  • Manage multiple vessels in one account.

If you are a vessel owner and have not yet created your login credentials, we strongly encourage you to do so by going to the How to Create an Account in Fish Online instructions located on our Vessel Trip Reporting web page. These step-by-step directions demonstrate how to create a validated Fish Online account by using either a Credential Security Code (CSC) or by calling our Help Desk.

Vessel Operators

Vessel operators also need a Fish Online account to use any of  GARFO’s eVTR applications and to view their previously submitted eVTRs. Starting last month, we began sending notices to vessel operators and will continue this process throughout the summer. Once vessel operators receive a letter in the mail, if they have not already, they should create their user accounts as soon as possible by going to the How to Create an Account in Fish Online instructions located on our Vessel Trip Reporting web page. These step-by-step directions demonstrate how to create a validated Fish Online account by using either the Credential Security Code (CSC) in the letter we mailed to you or by calling our Help Desk.

New South Atlantic For-Hire Reporting Requirements – Information for Greater Atlantic Permit Holders

Beginning on January 4, 2021, all fishermen with Atlantic federal charter/head­boat permits for Snapper-Grouper, Coastal Migratory Pelagics, and Dolphin/Wahoo issued by NOAA’s Southeast Regional Office (SERO) will be required to electronically report their fishing effort and landings through the NOAA Fisheries Southeast For-Hire Electronic Reporting Program.

How Will This Affect For-Hire Operators in the Greater Atlantic Region?

Individuals holding only for-hire permits issued by the Greater Atlantic Regional Fisheries Office (GARFO) will not be impacted by these changes. You can continue submitting your electronic VTRs as you are right now.

Individuals holding both a GARFO for-hire permit and a Southeast Region Office (SERO) charter/headboat permit for any of the species listed above will be subject to new reporting requirements.

Information for Dual GARFO and SERO For-Hire Permit Holders

In early December, SERO will be sending you an informational toolkit that explains the Southeast For-Hire Electronic Reporting Program. The toolkit is also available here.

New Reporting Requirements

As a result of holding the SERO permit, you will need to report the new information listed below, in addition to the GARFO information you are accustomed to reporting. 

  • Socio-economic questions:

    • Trip Fee (dollars);

    • Fuel Used (gallons);

    • Price of Fuel (dollars per gallon).

  • Requirement to submit did-not-fish reports in weeks in which no fishing activity occurs in any fishery.

How to Report

  • As a holder of a SERO permit, you will be required to meet these reporting requirements regardless of where you fish or what species you target.

  • If you have been reporting using eTrips/Mobile 2, simply continue to report with this software as you have been, as the new fields will automatically appear in January and  this system meets both regions’ requirements.

  • If you have been reporting using the Fish Online eVTR application, we strongly encourage you to convert to eTrips/Mobile 2 to satisfy the reporting requirements of both GARFO and SERO. At present, Fish Online does not meet SERO reporting requirements.

When to Report:

Reports must still be submitted within 48 hours of landing to meet GARFO requirements.
